Functional Statement

The Labor and Industrial Relations Office shall assist the CITY MAYOR in the effective delivery of basic labor related services by promoting full employment and entrepreneurial opportunities through job placement, livelihood programs, technical training and skill development and advocates industrial peace, in pursuit for economic growth and stability of Caloocan City residents.

1. What is LIRO?

 

            The Labor and Industrial Relations Office (LIRO) is an attached office to the Office of the City Mayor with jurisdiction on any and all matters relating to labor. It aims economic growth, stability and industrial peace through favorable employment, sustainable entrepreneurial opportunities and effective industrial relations for the workforce of Caloocan City.

2. What are the services being offered by LIRO?

 

            Front line services are mainly divided into the following programs, namely:

 

a. PUBLIC EMPLOYMENT: Job placement through referrals, in-house job interviews, job fairs, skills registry, emergency employment, job matching and entrepreneurial opportunities.

 

b. SKILLS TRAINING AND LIVELIHOOD: In-Center manpower training, various livelihood demonstrations and community services.

 

c. INDUSTRIAL RELATIONS: Advocacies on labor laws, which include labor standards and relations, batas kasambahay, child labor protection and anti-illegal recruitment; OFW reintegration, career guidance,  labor market information and life skills training; and labor case assistance and dispute resolution.

            LIRO through the Caloocan City Manpower Training Center (CCMTC), offer the following TESDA recognized courses:

4. What services are offered for public employment?

 

            LIRO caters to the unemployed, underemployed, out-of-school and out-of-work youths with its public employment programs, namely:

 


- local employment referrals

- skills registry system

- in-house interviews

- job fairs

- livelihood assistance

- emergency employment

- SPES

- child labor free program

- career guidance

- job matching


 

            The Office likewise offer labor issue/case assistance to the constituents for early dispute resolution.
